Prosecutors say that the pair abused their child multiple times between December 2023 and January 2024.

Mr. Small allegedly beat the girl unconscious with a broom handle in one session of abuse. He is also accused of repeatedly slamming her to the ground and throwing her down the stairs in other incidents. Other times prosecutors say he punched the girl repeatedly in the legs causing severe bruises.

Mrs. Small is accused of punching the girl in the chest and mouth, dragging her by the hair, and using a belt to beat her.

The two pleaded for privacy for a “family issue” that they claimed was not a crime when police served a search warrant on their home.

“We’re going through family therapy, and that’s what this should be, a family matter,” the mayor said to the media.
