Israel had been spying the site for months and President Bush was told during the summer that Israeli intelligence suggested North Korean personnel and nuclear-related material were at the Syrian site. they drew plans to blow up the Syrian compound but held back because the folks in Washington were not satisfied it was a nuclear compound.
To get the evidence they sent in commandos from the elite Sayeret Matkal unit who brought back nuclear materials which were proved to be North Korean…thats when Washington gave the operation its “hecksher”

Syrian officials flew to Pyongyang, the North Korean capital, last week, reinforcing the view that the two nations were coordinating their response.
